The Montenegrin player Nr. 26 Suzana Lazovic was directly disqualified by the EHF referees in the 9th minute of match nr. 40, Sweden vs Montenegro on 17 December 2014 for hitting an opponent in the throat.
This action was described as dangerous for the health of the opponent by the EHF referees in their report. In addition, the EHF delegate reported that such gesture was committed deliberately.
Grounds for decision
The Disciplinary Commission has carefully examined and evaluated the available reports, as well as the video of the incident. Based on the elements available, the Disciplinary Commission found that the action of the player was directed at the body of her opponent, i.e. the throat.
Such a foul is not considered as a normal foul taking place in the normal course of a defensive action, the opponent player could not protect herself. The opponent's health was thus endangered.
Consequently, the Disciplinary Commission concluded that the player's conduct meets the charateristics of a severe unsportsmanlike conduct/act of violence derserving further sanctions.
The foul is considered as reckless, malicious, intentional and likely to endanger the physical integrity of an opponent. Such a behaviour cannot be tolerated on a playing court.
Pursuant to article B.1 of the EHF List of Penalties, the Disciplinary Commission decided to impose a one (1) match suspension and a € 2,000 (two thousand) fine on the player Suzana Lazovic.
The player is therefore not eligible to play the Women's EHF EURO 2014 semi-final against Spain on 19 December 2014, 18:00 hrs in Budapest Papp Lazlo Sportarena (match number 44).
Right to appeal
Pursuant to articles 34.13 of the EHF EURO Regulations, the Handball Federation of Montenegro respectively the Montenegrin delegation at the EHF EURO 2014, have the right to appeal the present decision.
An appeal shall be filed with the Jury in writing not later than 18 December 2014, 20:00 hrs. local time. An appeal against the present decision shall not have any suspensive effects.
